         ‘Total Sanitation Campaign’ (TSC) launched by Government of India to cover all households with sanitation facilities and promote hygiene behaviour was introduced in Cuddalore and Coimbatore districts, initially in 1999 and extended in phases to all other districts in Tamil Nadu by 2004. The Scheme was renamed as ‘Nirmal Bharat Abhiyan’ (NBA) to accelerate sanitation coverage in rural areas to achieve the vision of Nirmal Bharat by 2022 with all Village Panchayats in the Country attaining open defecation free status. The unit cost was enhanced to Rs.10,000 inclusive of assistance through convergence with Mahatma Gandhi National Rural Employment Guarantee Scheme. The incentive provided under the scheme for construction of Individual Household Latrines (IHHL) for Below Poverty Line (BPL) Households was also extended to Above Poverty Line (APL) Households in 2012, but restricted to SCs/STs, Small and Marginal farmers, Landless Labourers with homestead, Differently Abled and Women Headed households. . 
         The Government of India has now launched Swachh Bharat Mission (Gramin) on 2nd October 2014, the successor programme of NBA, to accelerate the efforts to achieve universal sanitation coverage and to achieve Swachh Bharat by 2019 as a fitting tribute to the 150th Birth Anniversary of Mahatma Gandhi. The Mission aims to strive towards its stated goals by removing the bottlenecks that were hindering the progress and by focusing on critical issues affecting outcomes.

 Objectives of the scheme

The main objectives of the SBM(G) are as under:

  • Bring about an improvement in the general quality of life in the rural areas, by promoting cleanliness, hygiene and eliminating open defecation.
  • Accelerate sanitation coverage in rural areas to achieve the vision of Swachh Bharat by 2nd October 2019.
  • Motivate Communities and Panchayati Raj Institutions to adopt sustainable sanitation practices and facilities through awareness creation and health education.
  • Encourage cost effective and appropriate ecologically safe and sustainable sanitation.
  • Develop wherever required, Community managed sanitation systems focusing on scientific Solid & Liquid Waste Management systems for overall cleanliness in the rural areas.

 Components of SBM (G)
        
         Individual Household Latrines, Community Sanitary Complex and Solid and Liquid Waste Management are the important components of SBM (G). Institutional toilets like School toilets and Anganwadi toilets earlier implemented as part of TSC/NBA have now been transferred to the Ministries in-charge of Department of School Education and Department of Women and Child Development, respectively

   (a) Individual Household Latrines:. 

         A duly completed household sanitary latrine shall comprise of a Toilet Unit including a substructure which is sanitary, a super structure and with water facility. The Mission aims to ensure that all rural families have access to toilets.  

         The incentive amount provided under SBM(G) to BPL / Identified APLs households shall be upto Rs. 12,000 for construction of one unit of IHHL. This amount is fully provided under SBM (G) with Central share of Rs. 9,000/- and State share of Rs. 3,000/- without beneficiary contribution. All houses constructed with the Central or / and State assistance should invariably have suitable sanitation facility as an integral part.  

   (b) Solid and Liquid Waste Management (SLWM):  

         SLWM is one of the components of the programme. The total assistance for SLWM projects under SBM(G) shall be worked out on the basis of total number of households in each Village Panchayat, subject to a maximum of:  

  • Rs.7 lakh upto 150 households.
  • Rs.12 lakh upto 300 households.
  • Rs.15 lakh upto 500 households and
  • Rs.20 lakh for a Village Panchayat having more than 500 Households

   (c) Community Sanitary Complex  

         Community Sanitary Complexes comprising an appropriate number of toilet seats, bathing cubicles, washing platforms, wash basins etc, can be set up in a place in the village acceptable and accessible to all. The maximum support per-unit prescribed for a Community Sanitary Complex is Rs. 2 lakh. Sharing pattern amongst Central Government, State Government and the Community is in the ratio of 60:30:10.  

   Initiatives of Government of Tamil Nadu  

         In order to expeditiously achieve the goal of open defecation free the Government of Tamil Nadu have issued detailed guidelines for Planning, Implementation, Incentivising and Monitoring the sanitation programmes at Village Panchayat Level vide G.O.(Ms)No.46 Rural Development and Panchayat Raj (CGS.1) Department dt: 26.03.2015.  

         The important features of the Guidelines are given below:-  

  • Village Poverty Resource Committee (VPRC) / Panchayat Level Federation (PLF) has been given a prominent role in sanitation promotion at village level with suitable incentive provisions and funds for Inter-Personal Communication (IPC).
  • VPRC / PLF may also engage one Community Resource Person (Sanitation) / Community Professional (Sanitation)
  • VPRC / PLF will target the households without toilet and motivate them for toilet construction through IPC.
  • Administrative sanction and allocation of funds will be done at district level.
  • BDO(VP) will allocate the Individual Household Latrines (IHHL) to the Village Panchayat concerned.
  • In order to avoid delay, the Village Panchayat President can now issue work order to the beneficiary.
  • The Overseers have to undertake field visits every Friday for marking / valuation of sanctioned / completed IHHLs respectively.
  • Release of subsidy to beneficiary has to be made in two installments.
  • Photographs at two stages (i.e.) (i) at the basement level & (ii) after fully completing the IHHL has been made compulsory for release of subsidy. The photographs have to be taken with the Beneficiary and another person specified standing together on the site.
  • Subsidy should be released to beneficiary by BDO (VP) from a separate bank account maintained at Block level for SBM(G).
  • Release of incentive amount of Rs.300 per IHHL to VPRC /PLF should be done in two stages – Six months (Rs.200) and One year (Rs.100) after completion and subject to the verification of usage.
  • Verification of usage should be done by the Block Level Committee comprising of Dy.BDO(ADW) and Dy.BDO(SS).
  • Monthly target for inspection of IHHL has been prescribed for AE/JE, AEE, EE(RD), BDOs & PD, DRDA.
  • 100% verification of IHHL to be taken up in the month of April every year through an Inter Block Verification Team
  • Priority should be given to open defecation free (ODF) villages for sanction of works under various schemes and discretionary grants.
  • The Presidents of ODF Villages and best functionaries of various District Collectors departments performing of should be field felicitated by the through appreciation letter/Awards during the district level functions.
