3.3 Emergency Tsunami Reconstruction Project (ETRP) funded by World Bank (WB)

This project was originally started in 2005 with the loan assistance of the World Bank (G.O.(Ms.) No.384, Revenue NC.4 (1) Department, Dated 01.07.2005).  This project is a component of the programme of recovery and reconstruction implemented by the State Government to mitigate the impact of the Tsunami.  The project was originally expected to be completed by October, 2007.

The objective of the project is to assist the borrower and the Project state to
  • Revive livelihood.

  • Promote recovery in the Tsunami affected areas in the short term.

  • To reduce the vulnerability of coastal communities to a range of natural hazards such as cyclone, storm surge, flood and tsunami over the long – term.

    The project comprises of the following parts

    • Part A             :           Housing Reconstruction.

    • Part B             :           Restoration of livelihood.

    • Part C             :           Public Building and public works.

    • Part D             :           Technical Assistance and Training.

    • Part E              :           Implementation support.

    • Part F              :           Vulnerability Reduction of Coastal Communities.

    Vulnerability Reduction of Coastal communities (ETRP – VRCC)

    • Rural Development and Panchayat Raj Department Implements the Reconstruction of Vulnerable Houses in 11 Coastal Districts of  Tamil Nadu.

    • Under the component of Reconstruction of Vulnerable Houses 17,000 risk – prone houses in the 200 – 1000 meter vicinity (except houses located in areas classified as CRZ-1)  of the HTL were envisaged

    Salient Features of ETRP – VRCC Project

    • The Project is funded by the World Bank.

    • Outlay of the project – Rs.669.28 crores (GO Ms.No.475, Revenue (NC – IV-1) Department dated 15.12.2009.

    • Project is upto 31.12.2011.

    • The Project is implemented in 11 Coastal Districts.

    • Reconstruction of vulnerable houses between 200m – 1000m from High Tide Line (HTL) in 444 Coastal Habitations.

    • Total plinth area of each house is 325 sq.ft.

    • Cost per House (Average tender value) Rs.3.79 lakhs.

    • 15,056 houses were identified and tendered in 157 packages in two phases involving 70 contractors (Phase – I 61 Packages 5,619 houses, Phase – II 96 Packages 9,437 houses).

    • 11 NGO appointed as third party facilitators for revalidation of beneficiaries, awareness generation and training.

    • Third party Quality Monitoring is being done by M/s. Mukesh Associates, Chennai.

    • The new houses are constructed insitu.

    • Shifting allowance of Rs.1000/- is paid as one time lump sum to each beneficiary.

    • During reconstruction period, Rs.500 is paid as rent allowance for a maximum of period of 18 months.

    • Houses reconstructed are insured against 14 types of disaster.

    Types of Vulnerable houses taken up for reconstruction under   ETRP – VRCC

    • Fully thatched houses.

    • Houses with thatched roof with any kind of wall like mud, brick, etc.

    • Houses with mud walls with any kind of roof structure.

    • Houses with brick walls and mud mortar with any kind of roof structure.

    • Houses built with Government funds prior to 1.1.1996 under IAY, Fishermen housing scheme, etc.,

    Eligibility Criteria

    The Eligibility Criteria is defined in the housing Policy GO Ms.No.774 Revenue (NC – IV-1) Dated 27.12.2007

    • Vulnerable houses located between 200 – 1000 meter from HTL.

    • Beneficiaries with clear title for the site.

    • Hazy title without any dispute.

    • NOC from the Institution – Church, Mosque, Temple, Mud, Chatram etc.

    • IAY, fishermen houses which are more than 10 years old as on 01.01.2006.

    Houses Design Options

    • Five different house design options were given to the beneficiaries to choose according to their taste and suitable to the site conditions.

    • Each house will have a plinth area of 325 sq.ft. which consists of a Hall, bed room, kitchen and toilet with a provision of staircase to terrace.

    • The beneficiary can make slight alterations in the plan without jeopardizing the basic plan and area.

              A grievance redressal mechanism has also been established at the district and village levels.  The District Level Monitoring Committee is headed by the District Collector with the members including Project Co-ordinator, District Implementation Unit, DRO (R&R), Tahsildar, EE, NGO, BDO, etc.  The Village level Grievance Redressal Committee is headed by the Village Panchayat President which includes the Vice President, VAO, Project Engineer, one women member and SC / ST member of the Panchayat and a NGO representative

               Due to protracted procedures adopted in the subsequent periods, this project commenced in December 2009 only with a project outlay of about Rs.670 crores and the project period has been fixed upto 31.12.2011.  The ETRP – VRCCP has two important components, namely reconstruction of vulnerable houses and provision of evacuation routes with signage.

    Stage of Houses

    Out of 15,056 houses identified 14,349 houses were found eligible and are in different stages of construction.

Evacuation Routes

              To improve road linkage to Evacuation shelters, Evacuation routes have been proposed with signages along the coastal areas to provide easy escape in time of emergencies. 45 km have been taken under this project at a cost of Rs 25 crores. Tenders have been floated and works are aworrded to eligible contractors. Now works are commenced and are in different stages.
